Germany to Unify Federal E-Invoicing Systems by 2025

  • Germany began its B2B e-invoicing rollout on January 1, 2025, requiring all VAT-registered businesses to receive structured e-invoices for domestic transactions in line with EU standards.

  • Starting January 1, 2027, suppliers must issue structured e-invoices for domestic B2B sales; the mandate is regulated by the Federal Ministries of Finance and Interior.

  • The ZRE and OZG-RE e-invoicing platforms will be merged, with OZG-RE becoming the sole federal system for supplier invoices by the end of 2025.

  • ZRE users must register on OZG-RE before its deactivation on December 31, 2025; routing IDs via Peppol will migrate automatically, and transition timelines will be published online.
