Lithuania’s Parliament is reviewing VAT Law amendments that propose increasing the reduced VAT rate from 9% to 12% for sectors including tourism, transport, cultural services, and accommodations by January 1, 2026.

The proposed amendments will lower the VAT rate for printed and electronic books, as well as non-periodical publications like encyclopedias, textbooks, and maps, from 9% to 5% starting in 2026.

Publications containing more than 80% advertising or primarily consisting of music or video content are excluded from the reduced 5% VAT rate, and the standard VAT rate of 21% remains unchanged.

Businesses should prepare invoicing, accounting, and reporting systems to comply with these changes and monitor further legislative developments as the Parliament’s final decision is expected before July 1, 2025.
