Japan’s De Minimis Threshold for Consumption Tax on Low-Value Consignments

  • Japan plans to remove the JPY 10,000 low-value import threshold for Consumption Tax and customs duties by 2026, aligning with regional efforts like Vietnam’s similar considerations.

  • The current exemption benefits foreign e-commerce sellers, particularly Chinese marketplaces, creating an uneven playing field for Japanese retailers and online merchants.

  • Other regions are also tightening rules: the U.S. removed its $800 de minimis in May 2025, and the EU plans to scrap its €150 exemption by 2028.
