- Rhineland-Pfalz E-Invoicing Ordinance: The Rhineland-Pfalz E-Invoicing Ordinance RLP 2025 came into effect on April 1, 2025, mandating electronic invoicing for public entities in accordance with Directive 2014/55/EU, allowing submissions via email, the state’s portal, or the Peppol network.
- Submission Requirements: Businesses must register on the portal before submitting e-invoices, which must be in the XRechnung or ZUGFeRD formats, with only the XML file of ZUGFeRD hybrid invoices processed, while PDF files are discarded.
- Hessen’s E-Invoicing Mandate: Hessen implemented a similar B2G e-invoicing obligation on April 18, 2024, initially allowing e-invoice submissions only via email, with the option to upload to the state’s portal now available, accommodating larger attachments compared to email submissions.
