- Key Changes and Compliance Requirements: The updated proposal eliminates the near real-time e-invoice reporting requirement and introduces the Peppol network as an option for e-invoice exchange, alongside certified service providers. Direct exchange will have stricter compliance rules, and service providers must obtain ISO/IEC 27001 certification or undergo security audits.
- Optional B2C E-Invoicing System: The draft law introduces an optional B2C e-invoicing system, allowing businesses and consumers to agree on electronic invoicing, while consumers can still request paper invoices. The proposal will be reviewed by the National Assembly for approval, after which businesses must adapt their systems before the 2027 deadline.
