- Transitional Provisions for Businesses: To ease the transition, businesses using the VAT cash accounting scheme can continue applying the lower rates (9% for accommodation and 5% for press publications) for invoices issued before January 1, 2025, even if the services are delivered afterward, until December 31, 2026.
- Standard VAT Rate Adjustment: The Estonian Parliament has approved a rise in the standard VAT rate from 22% to 24% by July 2025, part of a temporary measure to enhance the country’s defense capabilities, with the new rate expected to remain in place until the end of 2028.
