- On December 3, 2024, the Estonian Ministry of Finance proposed amendments to the VAT Act, including the elimination of the €1,000 threshold for declaring taxable transactions and the introduction of mandatory e-invoicing for all B2B transactions subject to VAT.
- The bill to implement these changes is expected to be drafted in 2025, with a potential implementation date set for 2027; however, e-invoicing requirements for businesses registered as e-invoice receivers will begin on July 1, 2025.
