- Leadership and Strategic Priorities:
- The Chancellor appointed James Murray as Chair of the HMRC Board to oversee strategic priorities, including closing the tax gap and improving HMRC services. A Digital Transformation Roadmap will be published in Spring 2025 to guide HMRC towards becoming a digital-first organization.
- E-Invoicing Consultation:
- A consultation on electronic invoicing (e-invoicing) will be launched to promote its use across UK businesses and government departments. This aims to reduce administrative tasks, improve cash flow, boost productivity, and close the tax gap by reducing errors in tax returns.
- Growth and Skills Levy:

- A new growth and skills levy will replace the existing apprenticeship levy, funding shorter apprenticeships and new foundation apprenticeships. Employers will need to provide more funding for level 7 apprenticeships, with further details to be provided by the Department for Education.
