The Zakat, Tax and Customs Authority (ZATCA) has set criteria for selecting establishments for the thirteenth group of electronic invoicing, which includes all establishments with revenues subject to value-added tax exceeding 7 million riyals in 2022 or 2023. ZATCA will notify targeted establishments to connect their electronic billing systems with the (Fatura) system by January 1, 2025. The second phase has stricter requirements, involving connecting electronic billing systems with the Fatura system, issuing electronic invoices in a specific format, and adding additional elements. Implementation will be gradual, with subsequent groups notified at least six months before their linking date.
