CBIC Instruction No. 16/2024-Customs dated June 25, 2024, addresses compliance issues for the transfer of goods from one MOOWR warehouse to another. The licensee must verify the One-time-lock on the container, complete Transfer Form, inform the bond officer, and ensure duty bond and insurance policy. Prior permission for removal of warehoused goods is not essential, but proper documentation is required. Monthly MOOWR return filing is mandatory. Licensees must account for transferred goods and duty amount until it is paid upon clearance for home consumption.
