- The Ministry of Public Finance in Romania has transposed Directive 2014/55/EU through Law 199/2020 on electronic invoicing in public procurement.
- The law was implemented on 8 September 2020.
- The use of the extra year for compliance of non-central entities was not allowed.
- Electronic invoicing is mandatory for receiving and processing by central, regional, and local contracting authorities, and for submitting by suppliers of public bodies.
- The B2B mandate is in effect and the European standard on eInvoicing (SR EN 16931) is fully implemented.
- The RO e-Invoicing platform is used, and invoices must be generated in a predefined XML format in accordance with the RO_CIUS standard.
- Additional legislation may apply if electronic signature or electronic archiving is used in the process of electronic invoicing.
