B2G e-invoicing is mandatory in France since January 1, 2020, requiring suppliers to public entities to issue invoices electronically through the Chorus Pro platform. The government is developing a new platform, the Portail public de facturation (PPF), to replace Chorus Pro. The B2B e-invoicing mandate will require all businesses to send and receive invoices electronically in an EN16931-compliant format starting in 2026, with phased deadlines for different company sizes. Businesses can use the future central platform (PPF) or a certified provider (PDP) to send and receive invoices. Prior to the mandate, invoices can still be transmitted via paper, PDF with e-signature or complete audit trail, or EDI.
