A new IT system (AES-RO) is being used for exports from Romania, with the customs transit system (NCTS5-RO) scheduled to be updated from May 2024. The AES-RO system replaces the ECS-RO for export customs declarations, allowing faster and more efficient customs controls. It also introduces a new interface with the EMCS system for exports of goods under the excise duties suspension regime. Additionally, the electronic issuance of documents certifying the EU customs status of goods is now done using the EU-level IT system PoUS. The AES-RO system allows for electronic document attachments, the use of qualified electronic signatures, and automation of certain customs clearance steps. Changes in box numbers and codes in the export customs declaration are also implemented to comply with EU regulations. These changes may have implications for companies beyond customs matters, such as VAT.
