- Belgium is set to implement mandatory eInvoicing from January 1, 2026, following approval of the legislative proposal by the Council of Ministers in September 2023. The proposal has been approved by the Chamber of Deputies on February 1, 2024, and is awaiting royal seal and publication in the official gazette. Despite pending European Commission derogation, optimism prevails.
- The eInvoicing requirement will cover all Belgian taxable persons and local branches of foreign entities, with invoices required to follow the PEPPOL-BIS UBL format in alignment with EU standards. The system will operate through the PEPPOL network or other agreed compliant systems for invoice exchange, eliminating manual paper invoices and traditional EDI in favor of structured e-invoices.
- A single “big-bang” approach will include all VAT-registered entities from day one, with potential future phases introducing real-time reporting obligations for service providers. Businesses are advised to start preparations early, leveraging existing PEPPOL infrastructure if available, and considering a global eInvoicing strategy in light of impending mandates in other countries.
