VAT on the fee for plastic packaging. Guidelines needed

It is unclear whether the levy on plastic packaging for takeaway food and drink, which must be charged to customers from January 1, 2024, is inclusive of VAT. It is also unclear whether it should be shown on
the receipt together with the meal or drink or separately.
