- The implementation of electronic invoicing in France, which was set to begin on July 1, 2024, has been postponed indefinitely due to delays in the development of the Public Billing Portal (PPF), a central project in its implementation.
- The PPF, developed by an agency dependent on the Ministry of Finance, will not be ready for initial tests until the fall of 2024, resulting in a delay of around a year.
- The new timetable for implementing the reform provides for continued developments of the PPF in 2024, a more extensive pilot phase throughout 2025, and production in two or three phases from March 2026.
- The delay will increase costs for the PPF, which was already estimated to cost €122 million, plus €44 million per year of operation, according to an opinion from Dinum, the State IT Department.
- The delay will also result in additional costs and a delayed ROI for companies that had invested to be ready on the original dates indicated.
