The reduced VAT rate is partly effective but generally not an efficient instrument to achieve, among other things, a reduction of the tax burden on the less well-off. This is evident from a research report on the evaluation of the reduced VAT rate in a broad sense that State Secretary Van Rij of Finance sent to the House of Representatives.
