The European Commission has approved the rules for the Carbon Border Adjustment Mechanism (CBAM) during the transition phase from October 1, 2023, to December 31, 2025. The published regulation includes provisions for calculating embedded emissions in CBAM goods and reporting them. During the transition phase, operators are not required to make financial adjustments. The Commission has also provided guidance and webinars to support importers and non-EU installations.
