1. Expansion Exemption: The bill adds aircraft, spare parts, sanitary pads, and other items to the list of VAT-exempt goods in Rwanda.
2. VAT-Free Services: The Minister of Finance will determine the list of financial and insurance services exempt from VAT.
3. Authorization for Import of Services: Taxpayers seeking services not available in Rwanda must obtain authorization from the Minister of Finance.
4. VAT Reward to Consumers: Consumers who request and receive electronic invoices may receive a reward, the details of which will be determined by a ministerial order.
5. VAT Refund: The period to claim input VAT refund is reduced from two years to one year to address challenges and improve efficiency.
6. Big Catch for Startups: Start-up companies can claim input tax paid while preparing to start production and distribution, even before declaring output tax.
