European Commission President Ursula von der Leyen has announced details of the EU’s 11th package of Russia sanctions for which the Commission adopted a proposal on Friday. The package is said to include:
- transit bans on additional products, including advanced tech products or aircraft parts that are exported to 3rd countries via Russia;
- a new tool to combat sanctions circumvention whereby the Commission may propose to Member States to sanction the export of certain goods if they are being exported from the EU to 3rd countries, with an intended final destination of Russia;
- a ban on ‘shadow’ entities from Russia and third countries that are intentionally circumventing EU sanctions.
