Law No. 173-FZ amends the tax code to allow Russian entities and individual entrepreneurs to apply a zero-rated VAT on goods sold to individuals on a foreign territory if such goods were previously exported through a customs procedure to that foreign territory and shipped from a warehouse located in the same foreign territory.
