Since 1 January 2023, a VAT rate of 0% applies to the supply, import and installation of solar panel systems in Germany. Due to great uncertainty about the concrete interpretation of sec. 12 para. 3 of the German VAT Act, a circular of the German Federal Ministry of Finance (BMF) now provides further guidance.
