The court rules that the conversion of an old office building into a hotel is not so far-reaching that it has created an essentially new building. The court will not ask preliminary questions. Article 12, second paragraph, second paragraph, VAT Directive 2006 has no direct effect and the court has not seen any indications why its implementation in Dutch legislation would be incorrect.
