Germany had planned to introduce a new value-added tax (VAT) collection obligation for non-residents who sell travel packages to tourists in Germany. The requirement was set to take effect on January 1, 2023. It would have affected travel agents and tour operators, who would have been responsible for collecting the tax from travellers visiting Germany.
