Under the draft agreement, which was proposed to be effective from January 1, 2023, Belarus was to receive funds from Russia. It was to provide that the countries would levy a headline VAT rate of at least 20 percent, and a reduced rate of not less than 10 percent. The two countries were to mutually agree those goods and services to be liable to the zero rate, or exempt, or subject to the reduced rate of VAT.
