Favorable VAT rules contribute to fossil cars having a higher leasing share than electric cars. In the revised budget for 2022, the government announces a study of the regulations, with a view to more neutral VAT rules between leasing and purchases.
Together with the transition from VAT exemption for electric cars to a subsidy scheme, more neutral VAT rules will remove the tax advantage that has contributed to a higher share of fossil cars in the leasing market.
– When we abolish the VAT exemption for electric cars from New Year, the same tax rules will apply to electric cars and fossil cars. Today’s rules favor emission cars in the leasing market. We will study how the regulations can be designed better and with more equal treatment, says Minister of Finance Trygve Slagsvold Vedum (Sp).
Any changes in the VAT rules must be both investigated and consulted. As part of the report, the government will look at the possibility of having its own VAT rules for taxis. The Ministry of Finance aims to send a proposal for consultation before the summer.
