Legislation implementing changes to Albanian VAT and excise duty laws included in the 2022 fiscal package presented by the Ministry of Finance and Economy in November 2021 was published in the official gazette on 22 and 17 December 2021, respectively. The VAT amendments apply as from 5 January 2022 and the excise duty changes as from 1 January 2022. The key measures are discussed below.
Law No. 111/2021 “On some additions and amendments to Law No. 92/2014 ‘On value added tax’, as amended“ introduces the following amendments as from 5 January 2022:
- VAT rate on agricultural inputs
- Compensation rate for agricultural producers
- Import exemptions
