“If The Hague wants to directly influence the prices of fruit and vegetables, direct subsidies on healthy products or a separate tax on unhealthy products are a better instrument. From a tax point of view, you prefer a VAT rate that is as uniform as possible, with as few exceptions as possible. That results in the least disruption and administrative hassle. A separate zero rate in VAT is then unwise.”
