VAT legislation will be changed by a decision of Parliament, but the majority of the changes will be rooted in preparations at EU level. Once a consensus is reached between EU countries, the draft directive will be adopted. Many of the changes will be agreed well in advance of their actual entry into force, and legislation to enter into force in 2022-2025 is currently known. This article selectively discusses upcoming VAT changes at EU level and projects in progress.
