Goods are placed under the customs regime: are such transactions subject to VAT?

For the purpose of VAT taxation, operations on import of goods into the customs territory of Ukraine and export of goods outside the customs territory of Ukraine shall be equated with placing goods in any customs regime determined by the Customs Code of Ukraine.
