The European Commission does not agree with Poland introducing a zero VAT rate on books. However, work is underway on a comprehensive VAT reform. Books and magazines are included in a very narrow list of categories to which Member States will be allowed to apply 0%. VAT. Slovenia – now chairing the EU Council, is responsible for introducing the changes.
