Pennsylvania began in 2011 contacting online retailers with a physical presence in the state to ensure they collected sales tax. It subsequently passed laws that forced sellers of digital goods and online marketplace sellers to collect taxes, and then, post-Wayfair, added that requirement for web-only retailers that sell at least $100,000 annually to state residents. The result: more than $1 billion in revenue.
