DG Taxation and Customs Union (TAXUD) of the EU Commission proposes amendments to the provisions on the non-preferential origin of goods as set forth in the Union Customs Code Delegated Act (UCC DA) which is open to public consultations till 05 July 2021.
Interestingly enough and perhaps as a follow up of the EU Commission Impl. Decision (EU) 2021/563 from 31 March 2021 on the validity of certain decisions relating to binding origin information for motorcycles of one of the leading brand, it proposes to amend the “residual rules” for goods not listed in Annex 22-01 of UCC DA. The key changes relate to products classified under:
– Chapters 1 – 29 and 31 – 40 of the HS based on the weight of the materials, while
– Chapters 41 – 97 of the HS based on the value of the materials.
