The state of play and further guidance on reforming VAT rates were discussed at the ECOFIN Council. These proposals provide, inter alia, giving Member States more flexibility and equality in applying reduced VAT rates.
This is an important issue for Poland. The discussion showed that a compromise on the reform of VAT rates is soon achievable. Poland supports its adoption as soon as possible. It is beneficial for Poland, as it takes into account most of our main negotiating priorities at this stage, including the possibility of applying reduced VAT rates, not lower than 5%, to children’s clothing and footwear and works of art, as well as a 0% rate for books and passenger rail transport, which Poland has been striving for for years

The Council also discussed the directions of further work on the exemption from VAT on imports and certain supplies in relation to EU funds adopted in the public interest.
