In the Netherlands, many employers pay their employees a fixed travel allowance and do not deduct taxes from it. Even when those employees mainly work from home.
The Dutch tax authorities allowed this as part of the Corona measures, to support businesses. This corona measure will be extended until 1 July 2021. This regulation was initially valid until 1 April of this year.
