EU Member States were supposed to implement the VAT quick fixes on 1 January 2020. However, not all of them have been able to do this yet. Italy is one of those countries. Nevertheless, new guidance from the Italian tax authorities clarifies the application of the “proof of delivery” requirements introduced by the VAT quick fixes rules.
