With dwindling tax revenues, SARS may well be tempted to consider instituting a wealth tax. To tax the wealthy based on existing legislation is much easier, though. Keeping an eye on international jurisprudence is often a handy guide to finding opportunities in this regard – also to predict where SARS may turn its attention next.
