The VAT for digital magazines and books as well as for printed magazines in Finland is expected to decrease from 24% to 10%. The amendment is based on Directive (EU) 2018/1713 amending the VAT Directive 2006/112/EC as regards VAT rates for books, newspapers, and magazines.
The Finnish Ministry of Finance has sent a draft proposal to amend the Value Added Tax Act, and the changes should come into force on 1st of July 2019. The VAT reduction is intended to cover e-books and audiobooks, electronic newspapers and magazines, and the bulk sales of printed journals.
