Germany is planning a national digital VAT reporting system built on structured B2B e-invoices. At a political and industry event in Berlin, Parliamentary State Secretary Michael Schrodi indicated that legislative work is expected to begin in 2027, followed by a voluntary pilot in early 2029 and planned operation from 1 July 2030. The reporting project represents the next stage of Germany’s phased B2B e-invoicing reform. Although businesses have generally been required to receive compliant e-invoices since 1 January 2025, transitional rules continue to apply to their issuance. For larger suppliers, the general transition period ends on 31 December 2026. [bundesfina…sterium.de], [verband-e-…chnung.org]

Important design questions remain unresolved, including the transmission architecture, interoperability model and final reporting data requirements. Businesses should therefore avoid waiting for the complete technical specification and instead prioritize structured invoice capability, master-data quality, format validation, compliant archiving and integration between invoicing, ERP and tax-reporting processes. Germany has provided a clearer indication of how mandatory B2B e-invoicing is expected to evolve into transactional digital VAT reporting. During an event organized by the Verband elektronische Rechnung in Berlin, Parliamentary State Secretary Michael Schrodi described a planned implementation path under which the legislative process would start in 2027, a voluntary pilot would open in early 2029, and the reporting system would enter operation on 1 July 2030. These dates currently represent government planning communicated at the event rather than final enacted reporting obligations. [verband-e-…chnung.org]
The reporting system would build on Germany’s existing domestic B2B e-invoicing framework. The Growth Opportunities Act amended section 14 of the German VAT Act for transactions carried out after 31 December 2024. From 1 January 2025, an electronic invoice is generally required for transactions between businesses established in Germany, subject to exclusions and transitional arrangements. Businesses must already be capable of receiving e-invoices, while the timetable for mandatory issuance is being phased in. [bundesfina…sterium.de], [bundesfina…sterium.de]
A significant milestone arrives on 1 January 2027. The general transition allowing affected suppliers to continue issuing other invoice forms expires at the end of 2026. Suppliers whose prior-year turnover exceeds EUR 800,000 will then generally have to issue structured electronic invoices for covered domestic B2B transactions. Further transitional relief remains relevant for smaller suppliers before the final e-invoicing phase takes effect. [verband-e-…chnung.org], [bundesfina…sterium.de]
The proposed reporting layer is intended to use invoice data for structured transmission to the tax administration. The Verband elektronische Rechnung’s strategy paper advocates an interoperable and technology-neutral approach based on established standards, including EN 16931, and existing networks such as Peppol. It also describes a five-corner model in which the tax authority is connected to the invoice-exchange infrastructure. These elements are recommendations from the industry association and should not yet be treated as Germany’s confirmed technical design. [verband-e-…chnung.org]
For businesses, the principal risk is treating the development solely as a future tax-reporting project. The quality of invoice data, customer and supplier master data, VAT determination logic, document validation and system interfaces will determine whether reporting can ultimately be automated. German guidance also confirms that files failing the applicable syntax requirements may not qualify as e-invoices, while business-rule errors can arise from incomplete or internally inconsistent invoice information. Tax and finance teams should therefore coordinate with IT, procurement, accounts payable and accounts receivable on a common readiness plan. Immediate priorities include mapping German invoice flows, validating EN 16931-compatible formats, addressing spreadsheet-based manual processes, preserving structured invoice data and maintaining flexibility until the reporting protocol and legislative requirements are formally confirmed. The 2029 pilot could provide an important testing opportunity, but companies with complex ERP environments should use the intervening period to establish reliable data and governance foundations.
