The September 2026 Legal Start Date Has Arrived
France’s electronic invoicing reform entered its first mandatory phase on 1 September 2026. All affected businesses must be able to receive electronic invoices from that date. Large enterprises and intermediate-sized enterprises, or ETIs, must also issue structured electronic invoices and begin the applicable e-reporting obligations. SMEs and micro-enterprises become subject to the issuance obligation on 1 September 2027. [entreprend…ic.gouv.fr], [entreprend…ic.gouv.fr]
Domestic B2B transactions between VAT-taxable businesses established in France fall within e-invoicing. B2C transactions and certain cross-border transactions instead fall within e-reporting, together with applicable payment-data reporting for services. Businesses must use a state-approved platform, directly or through a compatible solution. [entreprend…ic.gouv.fr], [impots.gouv.fr]
The recognised structured formats include Factur-X, UBL, and UN/CEFACT CII. Traditional paper invoices and unstructured PDF attachments do not, by themselves, satisfy the intended electronic invoicing channel for transactions within the mandate. [vatcalc.com]
France uses a federated platform model. Approved Platforms, known as Plateformes Agréées, exchange invoices and report required data, while a central directory supports routing. The reform therefore requires more than generating an invoice file: businesses must maintain accurate identifiers and routing data and establish working connections with their selected platform. Non-Resident Businesses and the Start-Up Approach
A business without a French establishment is generally outside the domestic B2B e-invoicing obligation, but a French VAT registration and transactions taxable in France may create e-reporting obligations. Large non-resident businesses can enter the first reporting wave from 1 September 2026, while smaller non-residents generally follow from 1 September 2027. [vatcalc.com], [vatupdate.com]
The assessment is transaction-specific. For example, dispatching goods from French inventory to French consumers may create French B2C e-reporting, even where the supplier has no French fixed establishment. Conversely, an exempt intra-Community B2B supply by a non-established supplier may fall outside the cited French e-reporting examples. [vatcalc.com]
DGFiP’s practical start-up guidance preserves the legal commencement date but permits a proportionate enforcement approach for genuine implementation difficulties. An authentic and complete invoice received temporarily by email, PDF, or paper does not lose its commercial substance or VAT deductibility solely because the prescribed electronic channel failed during start-up. Businesses are nevertheless expected to regularise the electronic transmission and retain evidence of platform onboarding, testing, incidents, remediation, and other good-faith compliance work. Tax, finance, accounts payable, billing, and IT teams should now monitor rejected invoices, platform routing failures, duplicate documents, reporting completeness, and reconciliation between electronic invoices, e-reporting transmissions, accounting records, and VAT returns. Temporary fallback arrangements should not become permanent alternative channels. [sovos.com]
