The Dominican Republic is moving to a stricter enforcement phase of its electronic-invoicing mandate.
The DGII announced on 26 August 2026 that taxpayers classified as Large Local Taxpayers and Medium Taxpayers must issue only electronic fiscal receipts from 1 November 2026. The requirement forms part of the country’s electronic-invoicing framework under Law No. 32-23 and its implementing rules. [vatabout.com], [globalvatc…liance.com]
Affected businesses must issue fiscal documents using Type E electronic fiscal receipt, or e-CF, sequences. Existing Type B non-electronic fiscal receipt sequences assigned to these taxpayers remain valid only until 31 October 2026. [vatabout.com], [globalvatc…liance.com]
After that date, Type B sequences may be used only where a contingency has been formally declared and the conditions of the applicable contingency procedure have been met. Businesses should therefore ensure that legacy sequences cannot continue to be used for ordinary transactions after the cut-off date. [vatabout.com], [globalvatc…liance.com]
The Dominican e-CF system uses a locally defined XML format. Public compliance information describes the system as requiring electronic fiscal receipts to be digitally signed and transmitted to the DGII platform and the customer. [e-invoicing.org], [vatfaqs.com]
Implementation should cover more than the technical creation of an XML invoice. Affected taxpayers should verify:
- correct allocation and control of Type E sequences;
- integration between invoicing, ERP and tax systems;
- digital-signature validity;
- DGII transmission and response handling;
- delivery of the electronic document to the customer;
- credit notes, debit notes and invoice corrections;
- rejected or technically invalid documents;
- storage and retrieval of electronic records; and
- formal contingency activation and closure.
The DGII also indicated that failure to comply with the exclusive e-invoicing requirement will constitute a tax infringement. Businesses should therefore avoid treating the 1 November date as merely another project milestone. [vatabout.com], [vatupdate.com]
A separate deadline applies to Small, Micro and Unclassified taxpayers. Public reports state that those taxpayers have until 15 November 2026 to complete implementation. That date should not be confused with the 1 November exclusive-issuance date applying to Large Local and Medium Taxpayers. [globalvatc…liance.com], [vatabout.com]
