e-Invoicing in Latvia: B2B, B2G and B2C Complete Guide

  • Latvia is implementing a phased e-invoicing framework, making B2G e-invoicing mandatory since January 1, 2025, and requiring the submission of e-invoice data for G2G, B2G, and G2B transactions to the State Revenue Service (VID) from January 1, 2026.
  • The mandatory B2B e-invoicing for transactions between Latvian-registered businesses has been postponed to January 1, 2028, giving businesses more time to prepare for generating structured XML invoices compliant with the European e-invoicing standard and Peppol BIS Billing 3.0 specification.
  • Businesses in Latvia need to prepare by assessing their ERP systems, ensuring data quality, and planning for integration with approved digital channels for structured electronic invoice exchange and submission of data to VID, as non-compliance may lead to penalties.
