Republic of the Congo Launches National Awareness Campaign for Mandatory E-Invoicing (SFEC) Ahead of 1 July 2026 Rollout

On 16 June 2026 in Brazzaville, the Republic of the Congo’s Ministry of Finance, Budget and Public Portfolio officially launched the national awareness campaign for the Système de Facturation Électronique Certifiée (SFEC). The event was supervised by Paul Malié, Chief of Staff to Finance Minister Christian Yoka, alongside DGID Director-General Ludovic Itoua and Project Lead Séraphin Ndion (DVGR). According to DGID, SFEC is a structural reform aimed at modernising the tax administration and is “the cornerstone of the Government’s ambition to dematerialise the Administration”. All natural and legal persons that supply, distribute or use electronic invoicing terminals or software solutions in commercial transactions fall in scope. Stated objectives are: transparency, transaction traceability, fight against fraud, broadening of the tax base, and reliable VAT data (VAT being Congo’s principal source of revenue). Pursuant to the Decree of 30 March 2026, the initial pilot group was enlarged via voluntary enrolment, allowing more enterprises to test the system. The decree set a three-month transition window: from Wednesday 1 July 2026, all enterprises are legally required to connect to the SFEC platform. Government and partner support teams have been mobilised to assist taxpayers with onboarding. Multinationals operating in Congo should immediately verify their POS / billing systems, certification status, and connectivity requirements ahead of the July go-live. [finances.gouv.cg]
