The Revo Wind‑Down – Week ending May 24: The Countdown to 2030: Digital Tax Mandates Accelerate

  • VIDA 2026 Work Programme (EU): The European Commission published its implementation work programme for VAT in the Digital Age (VIDA) on May 22, 2026. This plan outlines deliverables, owners, and milestones for 2026-2027, building on the implementation strategy from September 2025. Key aspects covered include six implementing acts, a common e-invoice message for DRR, central VIES design, and OSS updates. The roadmap sets 2030 as the deadline for e-invoicing as the EU default for cross-border B2B transactions.
  • Romania: CNP-identified individuals are now included in the scope of RO e-Invoice, effective June 1, 2026. This means Romanian sole traders and individual professionals will need to shift to e-Factura for invoicing.
  • Greece: The first phase of B2B e-invoicing transition for large taxpayers (over €1M 2023 revenue) began on March 2, 2026, with a parallel systems window until May 3 (extended in some segments). The second phase for all other taxpayers is set for October 1, 2026.
  • Paraguay: The next wave of Digital Tax Documents (DTE) roll-out has been confirmed by DNIT, requiring more taxpayer groups to issue DTEs via SIFEN, following a post-clearance model with a 72-hour transmission window.
  • Sri Lanka: The Inland Revenue Department is accelerating towards a national e-invoicing system, building on Budget 2026 commitments. Pilot scope and governance are currently being defined.
  • France: The pilot for e-invoicing is live, although there are unconfirmed rumours of a potential postponement of the September 1 go-live date to winter with a grace period.
  • Germany: No new BMF guidance was released this week, but the mandatory issuance date for businesses above €800K turnover remains January 1, 2027.
  • UAE: ASP shortlists are firming up for a January 1, 2027, go-live. Fit/gap assessments are underway for UAE entities in preparation for the July 1, 2026, pilot.

  • They conducted a “Sounding Board” session for tax and finance professionals to discuss pressure points.
  • Revo also initiated fit/gap assessments for several UAE entities preparing for the POC ahead of the July 2026 pilot.
