- Amendments published in the Official Gazette of Montenegro No. 94/2024 on September 30, 2024, introduce a new reduced VAT rate of 15% and adjust the scope of supplies subject to the existing 7% reduced rate, effective January 1, 2025.
- The 7% VAT rate will apply to essential goods such as basic food items, medicines, medical devices, textbooks, newspapers, drinking water, menstrual products, and baby diapers, aimed at making these necessities more affordable.
- The new 15% VAT rate will cover items including books, publications, accommodation services in hotels and resorts, and food and beverage services, with specific exclusions for alcoholic beverages and sugary drinks.
