Finland 2024 eInvoicing Country Sheet

  • B2G Mandate and Compliance: Finland requires all central government bodies to process electronic invoices compliant with the European Standard (EN 16931) since April 1, 2019. This mandate applies to public procurement contracts above national thresholds, promoting efficiency in government transactions.
  • B2B and B2C Regulations: While there are no mandatory e-invoicing requirements for Business-to-Business (B2B) or Business-to-Consumer (B2C) transactions, businesses with an annual turnover exceeding €10,000 can request electronic invoices from suppliers under the eInvoicing Act 241/2019.
  • Centralized Operating Model and Monitoring: Finland employs a centralized model for B2G e-invoicing through platforms like the Handi service and Basware Supplier Portal. The government has established monitoring mechanisms, reporting high adoption rates, with 99% of invoices sent to public buyers submitted electronically as of May 2023.
