Smoother VAT refunds are in progress

The tax sector is working to implement value-added tax (VAT) refunds for businesses and individuals in order to facilitate economic activities. The General Department of Taxation has been focusing on electronic tax refunds, with a success rate of 99% for VAT refund applications. This has helped businesses improve capital turnover, enhance capital efficiency, and contribute to production, business development, and export activities. However, there are still delays in processing VAT refund applications, which have caused public dissatisfaction.

In response to the Prime Minister’s directive in Dispatch No. 470/CD-TTg and the guidance from the Minister of Finance, the tax authorities are urgently reviewing and addressing the issues. They have been instructed to promptly resolve VAT refund applications in accordance with the law, provide guidance to eligible taxpayers, strengthen inspections to detect fraudulent invoices and misappropriation of state budget funds, and take strict legal actions when necessary.

The tax authorities have also requested their departments to take comprehensive responsibility for VAT refund management within their jurisdictions. They must ensure timely processing of refund applications, comply with the prescribed procedures, and avoid unnecessary delays. For applications that meet the requirements, tax authorities should issue refund decisions within the specified timeframe. In cases where violations of the law are suspected, appropriate notifications and legal procedures must be followed. Furthermore, a dialogue will be conducted with associations and businesses to identify and address any difficulties they encounter during the refund process.

To improve the situation, the tax authorities have called for a thorough review of VAT declarations from businesses engaged in the production, business, and export of goods, as well as those involved in investment projects. They aim to provide guidance on accurate declaration and submission of refund applications, increase awareness of refund policies and procedures, and strengthen post-refund inspections to prevent the misuse of invoices and misappropriation of state budget funds.
