An essential feature of value added tax is neutrality. It must be provided to all taxpayers, including Slovenian taxpayers in other countries and taxpayers established outside Slovenia in Slovenia. Taxpayers who are not established in the country of refund are guaranteed this through the institute of a refund claim.
