The Minister of Finance, María Jesús Montero , has declared that Spain cannot reduce the VAT rate on masks , from 21%, because there is a European regulation that “prohibits” it . In effect, the regulation prohibits it, but the European Commission informed the states in April that it would not sanction them for this reason .
