Opinion of Jan Sarnowski, Polish deputy minister of finance and plenipotentiary of the minister of finance for international cooperation in VAT.
Highlights:
- Thanks to the analytical software created in Poland, we can identify fictitious trading and fake invoices that serve to extort tax.
- STIR /…/ allows you to constantly monitor flows in bank accounts and in case of suspicion block the fraudster’s account.
- We are waiting for the results of the implementation of online cash registers.
- At the same time, the administration will gain real-time visibility into invoices. However, this does not mean that the fiskus’s access to sensitive data increases. We have such access now, through JPK files, but we only get information about the transaction after a few weeks after they have been made. Today, through STIR, we see real-time financial flows, but we can only compare them with the transactions shown in jpk after a month and a half.
- If the system works, the e-invoices will replace the JPK files. From 1 April this year, the JPK system will replace VAT returns.
- We want e-receipts to appear on the market as soon as possible. We assumed it would be April 1, 2020.
- CIT revenues for 2019 increased by 15.5% compared to the previous year. This record is one of the effects of the new regulations. MDR also provides a basis for analytics
